It also contributed to the understanding of the cultural dimension in development cooperation with the aim of improving strategies, programmes and management in ADA and increased mutual respect and understanding. • Mid Term Evaluation of Sansthagat Diego Pariwartan (SANDEEP) programme commissioned by Save the Children US. Provided information useful for strengthening organisational capacity of 40 Partner NGOs in 20 conflicts hit districts of Nepal. The data collection took place in 8 sample districts. June – September 2006
• The Financial Assessment of Maternity Welfare Schemes of Support to Safe Motherhood Programme (SSMP). Assessed financial records, reports and expenditure of the cost – sharing scheme and provided recommendations for improvements for the financial management of the scheme. June – September 2006
• Final Evaluation of the EU supported project ‘Expansion of outreach of the National Human Rights Commission (NHRC)’. The evaluation was aimed to enhance the capacity of NHRC to adequately respond to the tasks, as set out in its Strategic Plan 2004 – 2008, which required effective monitoring of the human rights situation in general and conflict situation in particular. June – September 2006
• Performance review of 119 HIV/AIDS Projects of UNDP Project Management Unit commissioned by UN Management Support Agency. Assessed the performance of the sub – recipients of UNDP PMU (projects and partners) and generated performance baseline, using the standardized assessment and reporting tools. The assignment also entailed testing of the newly developed assessment tools and providing feedback on their practicality and effectiveness for performance review. June – July 2006
• Evaluation of a UNESCAP Project. Capacity Building of Integration of Energy and Rural Development Policies and Programmes (Asian Component – Bangladesh, Cambodia, Lao PDR, Myanmar, Nepal, Sri Lanka and Vietnam) for United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). This was an external evaluation conducted towards the completion of the project and assessed (i) the relevance, effectiveness, efficiency as well as expected impact and sustainability of the project’s substantive elements; (ii) the relevance, effectiveness, efficiency as well as expected outcome of the project’s management arrangements with specific focus on the cross-disciplinary nature of the project. January – February 2006
• Evaluation of Collaborative Sustainable Development Planning Project (CSDPP) implemented by Namsaling Community Development Centre (NCDC), Ilam District. Reviewed the 5 year project (2001 – 2005) results in terms of efficiency, effectiveness, impact, relevance and sustainability with reference to its stated goals, objectives and outputs. It also developed recommendations for future strategies for the project. December 2005 – May 2006
• Evaluation of South Asia Forum for Human Rights (SAFHR) a sub – regional human rights network organisation and Informal Sector Service Centre (INSEC) in Nepal, focusing on impact assessment of programme activities (2001 – 2005), organisational management and gender aspects. • Monitoring and Evaluation of UNFPA Country Office in Nepal. Design and developed a comprehensive M&E system focusing on results to monitor and evaluation of ongoing and future UNFPA supported programmes/projects in Nepal. September 2005 – June 2006
• Development of Comprehensive Monitoring and Evaluation Plan for UNFPA Nepal. Key activities include preparation of a consolidated log frame, assist in screening of current indicators using pre-defined criteria and prepare a Monitoring and Evaluation Plan. Developed M & E tools and formats for monitoring in order to track the progress of the Projects, including financial monitoring. Developed monitoring and evaluation manual, carried out field testing of the monitoring tools in two districts Parsa and Kapilvastu and capacity building support (trainings and orientations) for operationalisation of M&E plan. • Joint Government – Donor Evaluation of Basic and Primary Education Programme II (BPEP II). Evaluated the performance, operations and management of the basic and primary education system; and programme ownership, partnership and donor coordination (including financing). January – July 2004
• Staff Evaluation of Forestry Extension Service in Central Terai (FOREST) Phase 2 – a project supported by the Danish Ministry of Foreign Affairs, Danida by representation of the Danish Forestry Extension (DFE). Developed a comprehensive competency list and evaluating the staff against each of the competencies required. Prepared personal profiles of the evaluated staff to help them self assess and prepare for future opportunities. December 2003 – February 2004
• Assessment of Decentralisation Process, Trial Bridge Sub – Sector Project/Helvetas. Explored and suggested strategies on how best the decentralisation process of Trail Bridges and progress of the TBSSP’s decentralisation efforts can be implemented and its coherence with government policies. Assessed the Decentralized Financing and Development Programme of UNCDF in Nepal in order to assist the government, the beneficiaries and UNCDF to improve effectiveness, relevance and impact of UNCDF funded projects; provided feedback to all parties to improve the policy, planning, project formulation, appraisal and implementation phases; and report on the results achieved to the respective governing bodies. • Assessment of Service Delivery in Conflict, NORAD. Explored the ability of NORAD supported programmes to deliver services in the conflict affected areas of Nepal. The organisations included in the study were; UNICEF (DACAW), UNDP (PDDP/LGP), Save the Children Norway (CIAC), HMG/N (BPEP II) and WFP (FfW/FfE). October – November 2003

Conducted interactions with the beneficiaries and assisted in preparation of the evaluation report highlighting the achieved outputs and the indented impact of the project activities including assessment of the appropriateness of the strategies and implementation processes. • ‘Output vs. Goals’ Review of District Health Support Project (DHSP), Health Systems Resource Centre/DFID UK. Assessed the achievements of the project at its final stage and provided information to what extent the project activities produced planned results. November 2000
• Review of District Health Strengthening Project (DHSP/DFID) in Rupandehi, Surkhet and Baglung districts. Collected feedback from stakeholders on the progress, achievements and constraints faced by the project in the accomplishment of its objectives.
