  • Evaluation of Child Rights Governance (CRG) initiative in Nepal for Norwegian Consultancy Group (Save the Children Norway). The evaluation aims to: Provide an overview of types of CRG interventions, including a system to classify types of outcomes and impacts; Provide SC with evidence of outcomes and impacts (positive, negative, intended, and unintended) and establishing the causal link between outcomes at system level and outcomes and impacts in children’s lives; and Providing SC with a manageable methodology to capture outcome and impact from various CRG programmes.   • End Review (ODC Consultant as external evaluation team members) of WFP Country Programme 2002 – 2006 support, commissioned by Royal Norwegian Embassy. Examined the concept, design, implementation modality, impact and sustainability of the WFP Country Programme and assessed the extent to which the project had achieved its objectives given the conflict and the security situation, along with to what extent the project had been relevant in contributing to reaching the goals of PRSP/10th and Millennium Development Goals (MDGs).   • Review of Decentralised Action for Children and Women (DACAW) Programme (UNICEF) commissioned by the Royal Norwegian Embassy. ODC consultant as an external evaluation team member. The study involved in the examination of the concept, design, implementation modality, impact and sustainability of the DACAW programme with special focus on social mobilisation and micro credit, and the impact of the conflict on the programme.   • Project Cycle Management training for the International Union for Conservation of Nature (IUCN) staff members to enhance their understanding on the recent concept of project planning and management, project design & implementation and develop skills on Logical Framework Approach (LFA) including Monitoring & Evaluation tools.   • Review of conflict sensitivity of Norwegian NGOs’ Development Assistance in Nepal, commissioned by NORAD. September – October 2006
  • Thematic Evaluation on the Relevance of Culture and Cultural Heritage in Austrian Development Cooperation. Assessed the relevance of culture and cultural heritage projects with the focus on developing lessons learned and recommendations. It also contributed to the understanding of the cultural dimension in development cooperation with the aim of improving strategies, programmes and management in ADA and increased mutual respect and understanding.   • Mid Term Evaluation of Sansthagat Diego Pariwartan (SANDEEP) programme commissioned by Save the Children US. Provided information useful for strengthening organisational capacity of 40 Partner NGOs in 20 conflicts hit districts of Nepal. The data collection took place in 8 sample districts. June – September 2006
  • The Financial Assessment of Maternity Welfare Schemes of Support to Safe Motherhood Programme (SSMP). Assessed financial records, reports and expenditure of the cost – sharing scheme and provided recommendations for improvements for the financial management of the scheme. June – September 2006
  • Final Evaluation of the EU supported project ‘Expansion of outreach of the National Human Rights Commission (NHRC)’. The evaluation was aimed to enhance the capacity of NHRC to adequately respond to the tasks, as set out in its Strategic Plan 2004 – 2008, which required effective monitoring of the human rights situation in general and conflict situation in particular. June – September 2006
  • Performance review of 119 HIV/AIDS Projects of UNDP Project Management Unit commissioned by UN Management Support Agency. Assessed the performance of the sub – recipients of UNDP PMU (projects and partners) and generated performance baseline, using the standardized assessment and reporting tools. The assignment also entailed testing of the newly developed assessment tools and providing feedback on their practicality and effectiveness for performance review. June – July 2006
  • Evaluation of a UNESCAP Project. Capacity Building of Integration of Energy and Rural Development Policies and Programmes (Asian Component – Bangladesh, Cambodia, Lao PDR, Myanmar, Nepal, Sri Lanka and Vietnam) for United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). This was an external evaluation conducted towards the completion of the project and assessed (i) the relevance, effectiveness, efficiency as well as expected impact and sustainability of the project’s substantive elements; (ii) the relevance, effectiveness, efficiency as well as expected outcome of the project’s management arrangements with specific focus on the cross-disciplinary nature of the project. January – February 2006
  • Evaluation of Collaborative Sustainable Development Planning Project (CSDPP) implemented by Namsaling Community Development Centre (NCDC), Ilam District. Reviewed the 5 year project (2001 – 2005) results in terms of efficiency, effectiveness, impact, relevance and sustainability with reference to its stated goals, objectives and outputs. It also developed recommendations for future strategies for the project. December 2005 – May 2006
  • Evaluation of South Asia Forum for Human Rights (SAFHR) a sub – regional human rights network organisation and Informal Sector Service Centre (INSEC) in Nepal, focusing on impact assessment of programme activities (2001 – 2005), organisational management and gender aspects. November 2005 – April 2006
  • Monitoring and Evaluation of UNFPA Country Office in Nepal. Design and developed a comprehensive M&E system focusing on results to monitor and evaluation of ongoing and future UNFPA supported programmes/projects in Nepal. September 2005 – June 2006
  • Development of Comprehensive Monitoring and Evaluation Plan for UNFPA Nepal. Key activities include preparation of a consolidated log frame, assist in screening of current indicators using pre-defined criteria and prepare a Monitoring and Evaluation Plan. Developed M & E tools and formats for monitoring in order to track the progress of the Projects, including financial monitoring. Developed monitoring and evaluation manual, carried out field testing of the monitoring tools in two districts Parsa and Kapilvastu and capacity building support (trainings and orientations) for operationalisation of M&E plan.   • Facilitation and development of Needs Assessment (NA) Toolkit on Maternal and Neonatal Health (MNH) to assess MNH needs at district level, for the Support to Safe Motherhood Programme (DFID funded) and Family Health Division (Ministry of Health) in a consultation with national and international MNH/safe motherhood experts.   • Review of Dalit Empowerment and Inclusion Project (DEIP) for ESP/DFID. Reviewed the management arrangements and role of implementing agency, in order to recommend whether the existing arrangements should be continued, modified, or be replaced by alternatives. July – September 2004
  • Evaluation of the United Nations Volunteers’ Support to MuAN Project. Analysed the successes, performance and relevance of UNV support to Municipal Association of Nepal (MuAN). May – June 2004
  • Joint Government – Donor Evaluation of Basic and Primary Education Programme II (BPEP II). Evaluated the performance, operations and management of the basic and primary education system; and programme ownership, partnership and donor coordination (including financing). January – July 2004
  • Staff Evaluation of Forestry Extension Service in Central Terai (FOREST) Phase 2 – a project supported by the Danish Ministry of Foreign Affairs, Danida by representation of the Danish Forestry Extension (DFE). Developed a comprehensive competency list and evaluating the staff against each of the competencies required. Prepared personal profiles of the evaluated staff to help them self assess and prepare for future opportunities. December 2003 – February 2004
  • Assessment of Decentralisation Process, Trial Bridge Sub – Sector Project/Helvetas. Explored and suggested strategies on how best the decentralisation process of Trail Bridges and progress of the TBSSP’s decentralisation efforts can be implemented and its coherence with government policies. November 2003 – February 2004


  • Mid-Term Evaluation of DFDP/UNCDF. Assessed the Decentralized Financing and Development Programme of UNCDF in Nepal in order to assist the government, the beneficiaries and UNCDF to improve effectiveness, relevance and impact of UNCDF funded projects; provided feedback to all parties to improve the policy, planning, project formulation, appraisal and implementation phases; and report on the results achieved to the respective governing bodies. October – December 2003
  • Assessment of Service Delivery in Conflict, NORAD. Explored the ability of NORAD supported programmes to deliver services in the conflict affected areas of Nepal. The organisations included in the study were; UNICEF (DACAW), UNDP (PDDP/LGP), Save the Children Norway (CIAC), HMG/N (BPEP II) and WFP (FfW/FfE). October – November 2003
  • Project Management Workshop involving review of work process of Melamchi Water Development Board, commissioned by Royal Norwegian Embassy. January – March 2003


  • Evaluation of the Project ‘Women in the New Network for Entrepreneur Reinforcement – WINNER’ – funded by UNIFEM and implemented by DEVNET (Development Networks, Italy). Conducted interactions with the beneficiaries and assisted in preparation of the evaluation report highlighting the achieved outputs and the indented impact of the project activities including assessment of the appropriateness of the strategies and implementation processes. October 2002
  • Mid- term Review of Bardia Research Project for NORAD/Royal Norwegian Embassy, Nepal. Led a team in the assessment of the impact of technical assistance and training on staff development and institutional capacity strengthening. July – August 2002
  • Evaluation of Partnership Programme for Save the Children Norway (SCN), Nepal. Documented, assessed and appraised SCN’s approaches and competency of its partnership as a part of its contribution to the realisation of child rights in Nepal. The study contributed to the new Country Strategy Plan and to revision of the portfolio of the partnership. October 2001 – March 2002


  • Management Assessment/Review of STD/HIV/AIDS Awareness Project implemented by Trinetra Community Development Foundation – Nepal, partner NGO of Family Health International Nepal. Assessment of management and programme aspects in order to improve the project’s capacity and management, staffing structures, and key related systems, as well as improving and strengthening programme design and implementation. April – May 2001
  • Assessment of DFID Nepal Advisors. Assessed the size and composition of DFID Nepal’s senior team in regards to skills and competencies in the use and sharing of professional advisory resources of DFID Nepal and identified and finalized the numbers and competency requirements. March – April 2001


  • ‘Output vs. Goals’ Review of District Health Support Project (DHSP), Health Systems Resource Centre/DFID UK. Assessed the achievements of the project at its final stage and provided information to what extent the project activities produced planned results. November 2000
  • Review of District Health Strengthening Project (DHSP/DFID) in Rupandehi, Surkhet and Baglung districts. Collected feedback from stakeholders on the progress, achievements and constraints faced by the project in the accomplishment of its objectives. Based on identified strengths, weaknesses, opportunities and threats formulated recommendations. September 2000.
